Abstract

This report was prepared by the team of the Observatory of Security Policies of the Province of Buenos Aires (PAHO), based in the Faculty of Humanities and Educational Sciences of the National University of La Plata. This work takes up and analyses official criminal data to build historical series that deepen the knowledge about the dynamics of certain crimes and violence. The report presents an overview of the Province of Buenos Aires during the period 2009-2019, based on the data of completed intentional homicides, attempted homicides, wrongful death and other important crimes to explore violence: minor injuries, threats , robberies and crimes against sexual integrity. It also includes a disaggregated analysis by judicial departments for the same period.

Abstract

"Exploring the links between armed conflict and transnational crime, Florian Weigand builds on in-depth empirical research into some of Southeast Asia's murkiest borders. The disparate voices of drug traffickers, rebel fighters, government officials and victims of armed conflict are heard in Conflict and Transnational Crime, exploring perspectives that have been previously disregarded in understanding the field. Weigand's nuanced comparative analysis of four border regions in Southeast Asia counters the stereotypical view that conflict zones are lawless areas in which all kinds of criminal activities flourish. Chapters illustrate the logic that determines the relationship between armed conflict and transnational crime. Further, the book analyses how smuggling economies function in conflict zones, explaining why some rebel groups are involved in the smuggling economy more than others, and why state actors actually play a much more crucial role. Abstract

This open access book provides a comparative perspective on capital punishment in Japan and the United States. Alongside the US, Japan is one of only a few developed democracies in the world which retains capital punishment and continues to carry out executions on a regular basis. There are some similarities between the two systems of capital punishment but there are also many striking differences. These include differences in capital jurisprudence, execution method, the nature and extent of secrecy surrounding death penalty deliberations and executions, institutional capacities to prevent and discover wrongful convictions, orientations to lay participation and to victim participation, and orientations to “democracy” and governance. Johnson also explores several fundamental issues about the ultimate criminal penalty, such as the proper role of citizen preferences in governing a system of punishment and the relevance of the feelings of victims and survivors.

Long description: Im heutigen Zeitalter der Unsicherheit und Angst florieren konspirative Fantasien zuhauf. Verschwörungsfiktionen haben insbesondere in Film und Fernsehen Konjunktur. Im Zentrum des vorliegenden Bandes steht daher die Frage nach der medialen Konstruktion der kollektiven Imagination einer durch Verschwörung gesteuerten Welt. Dabei wird die These vertreten, dass die konspirationistische Fantasie als imaginäre Lösung und Reaktion auf die postmoderne Zersplitterung des Wissens zu begreifen ist, nachdem Jean-François Lyotard das Ende der “großen Erzählungen” der Moderne von Fortschritt und Emanzipation deklarierte. Gleichsam als Kompensation für diesen Sinnverlust bietet die konspirationistische Imagination neue, große Erzählungen an, nun freilich nicht mehr als optimistische Aufklärungsteleologie, sondern als dystopisches und mitunter apokalyptisches Narrativ. In der Inszenierung konspirativer und paranoider Szenarien kommt dabei dem Spielfilm eine privilegierte Rolle zu. Für die Gruppierung von Verschwörungsthrillern, paranoiden Dramen und mind-game-Filmen mit zunehmend vergrößerter konspirativer Reichweite hat sich in der Filmwissenschaft der ursprünglich aus der Fankultur stammende Begriff des Paranoiafilms durchgesetzt. Dieses zunehmend bedeutende mediale Phänomen wird hier erstmals umfassend in Theorie und Geschichte poetologisch und hermeneutisch gewürdigt. Im theoretischen Teil des Buches stehen genretheoretische, formale, narrative und motivische Aspekte des Paranoiafilms zur Diskussion, während dazu gleichzeitig die Themen Verschwörung, Paranoia und Verschwörungstheorie besprochen und in Beziehung gesetzt werden. Im historischen Teil werden in chronologischer Abfolge vier paradigmatische Narrative untersucht: der vorwiegend psychologisch ausgerichtete Meisterverbrecherfilm der 1910er bis 1930er Jahre; die paranoiden Spielarten des Film Noir in den 1940er und 50er Jahren, unter Einbezug des postklassischen Noir der 60er Jahre; der moderne, soziologische Verschwörungsfilm der 1960er bis 80er Jahre, in dem die Konspirationen zunehmend systemisch und unsichtbar werden; und schließlich die mind-game oder mindbender genannten Filme seit den 1990er Jahren, die sich im Zeichen der Metafiktion mit ontologischen und kosmologischen Verschwörungen beschäftigen. Zentrale Topoi sind unter anderem Mind Control, “Gehirnwäsche” und Überwachung. Nicht zuletzt geht es dabei auch um eine Allegorisierung der jeweils vorherrschenden Medien und ihrer Wirkungsmacht.

Abstract

Aux XVIe et XVIIe siècles, l’intoxicatio fait partie des crimes et délits répandus dans les sociétés européennes. Sans se substituer aux crimes de sang, l’empoisonnement permet à ceux qui en font usage d’œuvrer dans l’ombre en comptant sur des connaissances médicales encore bien approximatives sur le terrain de la toxicologie et de ses remèdes et ce malgré les avancées significatives de la médecine légale. Les poisons minéraux succèdent aux poisons végétaux, et l’acide arsénieux remporte alors un vif succès. La tradition historiographique associe la pratique du crime de poison à l’époque « éclairée » de la Renaissance et limite son usage à un cercle élitaire, celui de l’aristocratie attachée au pouvoir royal. Dans la lignée de récents travaux sur d’autres périodes mettant à mal cette idée reçue, nous proposons une réévaluation de la présence du venin et de ses remèdes en Angleterre, en Espagne et en France à travers différents écrits savants, politiques et littéraires. Cela permet ainsi d’observer les occurrences du poison et de son inséparable antidote, tant du point de vue matériel que métaphorique, et de mesurer les peurs sociales qu’il génère.

No city environment reflects the meaning of urban life better than a public place. A public place, whatever its nature-a park, a mall, a train platform or a street corner-is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five cross-cutting themes: the nature of the city's environment as a backdrop for crime and fear; the dynamics of individuals' daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and, finally, examples of current practices in promoting safety. All these original chapters contribute to our quest for safer, more inclusive, resilient, equitable and sustainable cities and human settlements aligned to the Global 2030 Agenda for Sustainable Development.
